Enable replacement of end-of-life devices,
complete SD-access rollout in Time Square and expand SD-Access
fabric to remote sites.

Alternative options considered

Not replacing end-of-life devices puts the
council's network at risk due to security updates ending, and
expanding SD-access allows the council to increase the value from
the previous investment made.
