Decision

The purpose of this report is to seek approval
to award the enabling works contract for design and build of the
Warfield Community Hub in line with the procurement plan and the
pre-construction services contract.

Reasons for the decision

A procurement plan tailored to the specific
requirements of this project was approved by the Cabinet in October
2024. A preconstruction services contract was awarded by the
Council in August 2025.

The procurement plan outlined that the contract award for the
early/enabling works will be made by the Executive Director:
Communities in consultation with the Cabinet Member for Leisure,
Culture, Public Protection and Democracy.

Alternative options considered

The following alternative options were set out
in the procurement plan:

A do-nothing option has been discounted as there is a planning
policy obligation to provide a community hub for the residents of
Warfield.

BFC and Warfield Parish Council (WPC) have been working together
since 2018 on plans for the development, management and operation
of a Hub. BFC could opt to build a scheme on its own to comply with
planning requirements. However, the partnership with WPC offers
greater community benefits. Procurement of design and works will
still be required.
