Purpose
Approval to appoint successful providers to
the existing Home Care Framework
Decision
RESOLVED that the Executive Director:
People and Executive Member for Adults, Housing and Health

Appoint providers that have successfully met the quality criteria
through the tender evaluation process to the existing Home Care
Framework. New providers will be appointed to the Home Care
Framework in February 2026, subject to approval and completion of
contracts
·
Note that the existing Home Care Framework contract ends on 30th
September 2027 and a full re-procurement of the service will be
undertaken throughout 2026/27 in line with the Procurement Act
2023.

Note that individual packages of care will be “called
off” in line with the terms and conditions of the Home Care
Framework.
·
Note that, in line with the Strategic Procurement Plan approved by
Cabinet in August 2021, approval to award contracts to successful
providers is delegated to the Executive Director: People and
Executive Member for Adults, Housing and Health.

To ensure sufficient capacity within the Home
Care provision to meet current and future demand.
To support the Council in fulfilling its
statutory duties under the Care Act 2014. 3.3 To ensure quality,
value for money and affordable care provision that:

Meets people’s needs and supports them to achieve their
identified outcomes.

Offers choice and enables people to remain living independently in
their own homes.
·
Facilitates timely and effective discharge from hospital and
prevents hospital admissions.
