Purpose

The Health and Wellbeing Board has a statutory duty under the Health and Social Care Act 2012 to produce and keep under review a Joint Health and Wellbeing Strategy (JHWBS) informed by a current Joint Strategic Needs Assessment (JSNA).

A ten year JHWBS has been developed using evidence from the refreshed Joint Strategic Needs Assessment, existing health needs assessments, stakeholder engagement, and relevant local and national policy.

Public Health are asking Cabinet to note and endorsement the JHWBS.

Decision

RESOLVED that the Cabinet NOTES the publication of the 2026-2036 Bracknell Forest Health and Wellbeing Strategy and utilise the data and insight captured within the new Joint Strategic Needs Assessment (JSNA) to support evidence led decision making in Bracknell Forest.

Reasons for the decision

The Health and Wellbeing Board has a statutory responsibility to prepare and publish a Joint Health and Wellbeing Strategy.  The Strategy has been approved by the Board following consideration of the evidence contained within the JSNA.

While ownership of the Strategy rests with the Health and Wellbeing Board, successful delivery requires the continued commitment and contribution of the Council and its partners. The Strategy provides the shared vision and overarching framework for improving health and wellbeing, reducing inequalities and strengthening prevention across Bracknell Forest.

The Strategy translates the evidence contained within the JSNA, (including the need to strengthen prevention, reduce inequalities, improve service coordination, support healthy ageing, and strengthen communities and neighbourhood approaches), into a clear set of strategic priorities, principles and outcomes for the borough.

The Strategy establishes a common framework for delivery, performance monitoring, accountability and system assurance, creating a clear line of sight between evidence and need, to action and impact.  This will enable relevant Council services to contribute to improving the health and wellbeing of all those who live, work and play in Bracknell Forest through existing partnership and service planning arrangements.

Alternative options considered

No other options were considered; the new Strategy replaces the previous Strategy (2022-2026) and was approved at the Health and Wellbeing Board on 10th September. The strategy has been shaped by an evidence review, engagement activity and consultation and provides an appropriate framework for future partnership planning and action.
