Purpose

Procurement strategy for the retender of parking management and enforcement

Decision

RESOLVED that Cabinet:

·       APPROVES the approach detailed in the confidential annex for procuring the parking management and enforcement contract. The proposal consists of one lot with a ten-year recommended term commencing from 1st July 2028.

·       DELEGATES authority to approve the final contract award and extensions to Executive Director: Place in consultation with the Cabinet member for Planning, Transport & Countryside.

Reasons for the decision

Enforcement of on and off-street traffic restrictions is a statutory obligation under the Traffic Management Act 2004. The existing contract ceases on 30th June 2028; therefore procurement of a new contract is essential.

Alternative options considered

There are no other options as the existing contract term ceases and further extensions cannot be granted. The Council could consider bringing the service back in-house but this is anticipated to exceed available budget for this service.
