To award a contract for the provision of Heating, Ventilation and Air Conditioning (HVAC) maintenance services across the Council's property portfolio for an initial term of three years from 1 October 2026, with the option to extend for up to a further two years. The total potential contract value is £936,000.

Reasons for the decision

The award supports the Council's objectives by ensuring the continued safe, efficient and compliant operation of HVAC systems across the Council's property portfolio. A competitive procurement exercise was undertaken to secure value for money, strengthen contract management arrangements and maintain statutory compliance. The successful tender was identified as the Most Advantageous Tender through the published evaluation process.

Alternative options considered

The option of continuing with the existing contractual arrangements was considered. However, a competitive procurement exercise was undertaken to secure improved value for money, strengthen contract governance and performance management, and ensure the continued delivery of a compliant and resilient HVAC maintenance service across the Council's estate.
