Purpose

To seek approval under the Council's urgent decision arrangements to amend the
membership of Appointment Committee so that Councillor Haffegee of the Green
Group occupies one of the three seats allocated to the Labour Group.

Decision

RESOLVED That the Chief Executive, exercising the powers of Full Council under paragraph 6.4.1 of the Scheme of Delegation to Officers, APPROVES the amendment of the membership of Appointment Committee in accordance with the Labour Group Leader's nomination, so that Councillor Haffegee of the Green Group occupies one of the three seats allocated to the Labour Group replacing Councillor Penfold. As set out in Annex A of the report.

Reasons for the decision

To give effect to the Leader of the Labour Group’s wish to enable full cross-party representation on the Appointment Committee when it considers and recommends a preferred candidate for appointment as the Council’s Chief Executive and Head of Paid Service.

Alternative options considered

The membership could remain unchanged until the next meeting of Full Council on 25 November 2026. This would prevent the Appointment Committee from meeting with the desired membership before that date. A special meeting of Full Council could be convened. However, the Mayor does not consider it appropriate to convene a meeting solely to give effect to a procedural decision implementing a Group Leader’s nomination to a committee seat allocated to their group.
