Purpose

The existing traffic signals at the Thornton Road/Listerhills Road junction have been in place for a significant number of years; the current layout does not provide any formal pedestrian crossing facilities. The area has significant pedestrian movements due to the presence of student accommodate and numerous local businesses. As part of the Council’s ongoing City Region Sustainable Transport Settlement (CRSTS) programme (Urban Traffic Control element) it is proposed to upgrade the current layout to enable signalised pedestrian phases. To enable safe operation of the junction and mitigate for any capacity impacts, it will be necessary to control parking on the junction approaches and restrict certain vehicle turning manoeuvres. Traffic Regulation Orders (TRO’s) are
required to facilitate the implementation of these measures.

Decision

i) That approval be given to prepare and advertise Traffic Regulation Orders for parking restrictions on parts of Thornton Road and Listerhills Road and prohibited/mandatory vehicle movements at the Thornton Road/Listerhills Road junction.
ii) That any valid objections to the Orders are given consideration by the Strategic Director Place and Portfolio Holder for Regeneration, Planning and Transport.
