Decision

Resolved –

(1)  That, the proposed Highway Maintenance Non-Classified Roads Programme for Bradford West Constituency for 2026/27, as set out at Appendix 1 to Document “A”, be approved, subject to the following amendments:

·         Valley Road be removed from the Priority List

·         Rand Place be removed from the Priority List

·         Balme Street be removed from the Priority List

·         Stott Hill be removed from the Priority List

·         Cemetery Road be moved from the Reserve List into the approved programme

(2)  That, the proposed Surface Dressing Programme for 2026/27, as set out at Appendix 2 to Document “A”, be approved.

(3)  That, officers be requested to engage with Ward Members, particularly those representing City Ward, prior to the preparation of future annual highway maintenance programmes, to consider the impact of the current funding methodology on wards containing the city centre and to explore whether alternative approaches may be developed for future years.

(4)  That, officers continue to review highway maintenance inspection, repair and quality assurance arrangements and report any significant developments to Members through future highway maintenance programme reports.

(5)  That, the Committee notes that certain non-classified city centre roads serve a wider district function and may experience higher levels of use and maintenance demand than other non-classified roads within the constituency.

(6)  That, in accordance with paragraph 12.15 of Article 12 of the Council’s Constitution, this matter be referred to the Executive for consideration, requesting that the Executive review the current methodology for allocating Capital Highway Maintenance funding for non-classified roads within Bradford West, particularly City Ward, and consider whether alternative funding arrangements, including a district-wide city centre highways allocation or revised methodology, would provide for a more equitable distribution of maintenance resources having regard to the strategic function of city centre roads.
