Resolved –
Having carefully considered the application for a review at the hearing, all valid representations made by the parties to the hearing; valid written representations received during the statutory period, the Council’s published Statement of Licensing Policy, the Licensing Act 2003 (in particular sections 4 and 52 concerning the promotion of the licensing objectives and the determination of a review of a premises licence), and the relevant statutory guidance issued under section 182 of the Licensing Act 2003, the Panel considered that the Licence holder has failed to uphold the Licencing objectives, on the evidence heard.
