Purpose

The report relates to the statutory local plan which will set out the spatial planning strategy for the next 20 years including policies, designations and allocations for homes and economic development. The report will seek approval to publish the Local Plan for formal representations and following publication submission to Government for Examination. The decision will need to be referred to Full Council for the final decision.

Decision

The following recommendations were received:

(i)       WORKFORCE LEARNING AND DEVELOPMENT ANNUAL

         PERFORMANCE UPDATE 2026 – referred from the meeting of the        Corporate Overview and Scrutiny Committee held on 8 October 2026:

Resolution (2):

That the Corporate Overview and Scrutiny recommends to the

Executive, to develop approaches which ensures mandatory training is undertaken by all members, within an accepted timeline.

Note: In receiving the above recommendation, the Leader requested that political group leaders and whips reinforce the need for their members to undertake mandatory training in a timely manner.

(iii)      The following petitions were referred to the Executive from the meeting     of Full Council held on 15 October 2026:

1. REVIEW THE CLEAN AIR ZONE CHARGES IN BRADFORD
2. MANAGED APIARIES: BRADFORD COUNCIL, PLEASE ASSESS   THE RISK

Note: In receiving the above petitions, the Leader stated that a report will be presented to a future meeting of the Executive.
