Purpose

1. In 2020 the government provided allocations to local transport authorities from an Emergency Active Travel fund. This grant funding was aimed at supporting local transport authorities with producing cycling and walking facilities to enable and encourage people to walk and cycle in a safe environment.
2. Routes were identified where the introduction of traffic management measures would be beneficial for vulnerable road users. One area, where it was considered that pedestrians, cyclists and horse riders would benefit, is through Heaton Woods along Shay Lane and Long Lane. Also, historically, local residents have expressed concerns about antisocial behaviour, excessive speeds and fly tipping on Shay Lane and Long
Lane. Therefore, as part of the Council’s initial allocation, a prohibition of driving on Shay Lane was introduced.
3. The Order to formally close Shay Lane was advertised between 1 August and 23
August 2024. This resulted in 1 objection and 1 supporter of the closure.

Decision

(1) That following consideration of the representations received, the Traffic Regulation
Order to close Shay Lane to through traffic be made permanent
