Decision

To direct award the Communications contract to Millbank.

Reasons for the decision

Direct award required as a last resort as external support is needed to meet essential deliverables, we are at a point where the timeframe does not allow a compliant competitive procurement process to be undertaken without jeopardising the delivery deadlines.

Alternative options considered

To not have a provider (12-month contract) is not a suitable position as deliverables will not be met.
