Purpose
Following a tender process via a West of
England Combined Authority Cycle Hangar Framework, the Council can
begin installing 40 on street cycle hangars in Bristol.
This officer decision notice is in relation to awarding the
contract to the successful contractor, LockIt Safe Ltd with a bid
of £190,800.
A delegated decision authorised the Executive Director for Growth
and Regeneration, in consultation with the Committee Chair for
Transport and Connectivity, the s151 officer, and the Director
Legal and Democratic Services to take all steps required to procure
and award all necessary contracts up to the value of £915,599
(including any individual contracts over £0.500m) to deliver
the scheme, which this £190,800 sits under agenda item 9 at
the 6 June 2023 cabinet meeting

For the Executive Director for Growth and
Regeneration to sign and approve the tender report to commission
the supply, installation, administration and maintenance for 40
cycle hangers with the option to extend the maintenance for an
additional 2 years with the option to enact the supplier managing
the administration and maintenance of 31 existing on street hangars
in Bristol, after an initial 2-year period has ended.
Alternative options considered
Option 1 - The only alterative option would be
not awarding the contract, but this would mean the project would be
abandoned and the capital funding for the project would be lost.
There is a risk we would also have to give back capital funding we
have spent to date which would put a financial pressure on the
council.
