Purpose

Following a tender process via the Council’s Highways Framework, the Council can begin work on the permanent improvements to the Princess Victoria Street Pedestrianisation Scheme.
This officer decision notice is in relation to awarding the contract to the successful contractor, ETM Ltd with a bid of £399,570.21.
A delegated decision authorised the Executive Director for Growth and Regeneration, in consultation with the Committee Chair for Transport and Connectivity and the s151 officer Services to take all steps required to procure and award all necessary contracts outlined in the cabinet paper on 24 January 2023 (agenda no 19).
A separate ODN was also published to increase this value by an additional £499,524 which means this tender return is within the budget allocation of the project.

Decision

Approval to award and commission ETM Ltd to undertake work to improve Princess Victoria Street in Clifton which a TRO in 2022 confirmed as closed to vehicle traffic between 11am and 5pm in the area from Waterloo Street to Regent Street. The scheme will upgrade the current temporary infrastructure to permanent infrastructure, such a permanent signage, a flush carriageway and footway with improved materials, introduction of trees, more cycle parking and street furniture such as benches and bins.

Alternative options considered

Option 1 - The only alterative option would be not awarding the contract, but this would mean the project would be abandoned and the capital funding for the project would be lost. There is a risk we would also have to give back capital funding we have spent to date which would put a financial pressure on the council.
