Purpose

The Homes and Housing Delivery Policy
Committee - Friday, 19th July, 2024 – gave authority to
commence the procurement and award of contracts necessary for the
implementation of the Homelessness Pathways Commissioning Plan,
in-line with the procurement routes and maximum total budget
envelope of £30,846,870.
Bristol City Council has since completed a tender process for the
Homelessness Supported Accommodation Pathway 4 service. The
decision requested by this Officer Decision Notice is to approve
the award of the contract to Addiction Recovery Agency (ARA).
The Homelessness Supported Accommodation Pathways
(‘Pathways’) provide short-term accommodation and
support for adults who are homeless. Pathway 4 provides
accommodation for people who are homeless and want to address their
drug and/or alcohol use. Specialist support is provided to motivate
and engage residents in substance use treatment services. The
overall aim of Pathway 4 is to support residents to recover from
drug and/or alcohol use and to develop the skills, resources and
resilience to move through and out of Pathway accommodation and
into long-term, independent accommodation.
Addiction Recovery Agency (ARA) submitted a strong application.
They are well placed to deliver the service due to organisational
expertise and a track record of effectively providing this
specialist service provision.

Content

To award a 3 year + 2 year contract to
Addiction Recovery Agency (ARA) who will deliver the Supported
Accommodation Pathway 4 Service. ARA will be the Pathway 4 lead
provider and will subcontract services to The Junction Project
(TJP) and The Salvation Army Housing Association (SAHA).
