Purpose
Fleet Services are seeking approval to
re-tender its existing vehicle telematics contract. The existing
contract is supplied through a framework agreement which is due to
expire in April 2025. Fleet will be seeking a new 3 + 2 contract
through an approved framework. This spend is essential as we need
to know where are employees who drive a BCC Fleet or hire vehicle
are at any given time. The number 1 ranked supplier on the
framework costs are considerably cheaper than what we are currently
paying which are £11 per unit and the new proposed price is
£6.95 per unit (hard wired) and £5.25 (plug and Play).
Fleet currently have 545 units in vehicles and this is expected to
increase with the additional requirements of HRA and HTST. Fleet
also plan to add units to the road going Parks fleet.

Approval to award a contract to Quartix via
the TPPL Fleet Ancillary Products framework lot 7 to supply and
install vehicle telematics equipment into Bristol City Council
vehicles.
Alternative options considered
Option 1 - Running a competitive tender
process was considered but due to both the resourcing that would be
required and the lack of guarantee of securing any savings the
decision was taken to proceed with a direct award.
