Purpose

Bristol City Council wishes to commission
suitably qualified and experienced companies, to carry out Fire
Risk Appraisals for External Walls as per detailed within PAS
9980:2022 (Fire risk appraisal of external wall construction and
cladding of existing blocks of flats Code of practice) published by
The British Standards Institution (BSI) in January 2022. The
service would cover up to 52 high-rise blocks, 38 of which have
cladding systems. All are in the City of Bristol and owned by BCC.
The Contractor(s) will carry out desktop reviews, monitoring,
inspections, sample surveys, sample tests and/or data gathering as
reasonably necessary for developing Fire Risk Appraisals for
External Walls (FRAEW’s) based on the methodology proposed
within PAS 9980:2022.

Alternative options considered

Option 1 - The value of the Contract for the
supply of Services required an OJEU compliant route. An open tender
was deemed the most efficient compliant route to deliver value for
money.
In addition, after completing the quality and social value scoring,
and adding this to price weighting for each Lot, the most
economically advantageous tender received was chosen.
