Purpose

Two areas of additional scope have been
identified that could generate a significant increase in the grant
in aid eligibility for the scheme. These are a) re-running of the
benefits calculations previously undertaken at SOC using the
recently updated hydraulic modelling outputs, and b) a more
detailed consideration of erosion impacts on highways/city
transport. By undertaking this additional analysis, a significant
increase in grant in aid towards project delivery is expected to be
unlocked.

Content

To extend the scope of the existing Strategic
Partnership Initiative contract to provide the council with
additional technical support to update the economics appraisal to
inform the Bristol Avon Flood Strategy Outline Business Case. The
work will be fully funded by local levy funding awarded by the
Wessex Regional Flood and Coastal Committee in July 2021.

Alternative options considered

Option 1 - A smaller increase in scope and not
increasing the existing scope were also considered. These options
were rejected on the basis that they would not unlock additional
funding that is needed to address the project’s funding
gap.
