Purpose

The completion of the Temple Island Enabling Works has been delayed from May 2025 to July 2025. Additionally, Bristol City Council (BCC) is now delivering the Common Infrastructure Works (CIW) which is likely to further delay completion of the construction works until October/ November 2025.
The project manager has requested the continuation of Strategic Partner (SP) support for the extension of the works, and the additional support required to support delivery of the CIW which will include increased commercial, HandS and utilities support whilst these works are being mobilised and on site. The project requires the SP to continue supporting the project until December 2025 to allow for close-out once the contractor has demobilised from site.

Decision

Decision required to allow the project to spend £444,903.25 + VAT of project budget on Strategic Partner fees.
This commission will be captured as a Variation Order (number 25) under the Strategic Partnership framework.

Alternative options considered

Option 1 - This support is required to ensure the Council can complete the final phase of works and close out the project on budget and to programme. Other options including reducing the SP team or seeking an alternative consultancy team have been considered and are not appropriate in this instance and could jeopardise the ability to successfully complete the project due to loss of time to handover and loss of project knowledge. The works are already underway and therefore any risk of slow-down would be very costly to the project.
