The decision is to award to Fantasy Flooring
following a competitive process that was undertaken via the
Procurement for Housing; Specialist Materials Dynamic Purchasing
System.

Alternative options considered

Alternative options included accessing these
works via major contractors, this was rejected due to the increased
cost associated with passing through an additional contractor to
access the service.
We also considered undertaking the work internally, the service
does have an ambition to recruit and train internal flooring
fitters, however this will take time until the team is staffed at a
level to deal with demand, and so contractor support is required in
the interim.
