Purpose

On 6 February 2024, Cabinet authorised the
Executive Director of Growth and Regeneration in consultation with
the Cabinet Member for Transport to take all steps required to
procure a new Highways Framework; replacing the existing Highways
Asset Management and Associated Works Framework, ending in
September 2025.
The purpose of this report is to appoint contractors to the new
Framework following a competitive open tender process. The
Framework, made up of 10 Lots, is essential in delivering the
capital programme across Transport. Schemes delivered through the
Framework include strategic City Region Sustainable Transport
(CRSTS) schemes; bridge repair and replacement, such as the new cut
structure refurbishment; and road resurfacing programme. Other
teams in the Council, including Parks, Housing Delivery, and
Portfolios, Programmes and Projects also use the framework.

The Framework will be active from 1 October 2025 to 30 September
2029.

Alternative options considered

Alternative procurement options were
considered as part of the procurement of the Gully Cleansing and
Subway Drainage Term Maintenance contract, Defects Response and
Emergency Works Term Maintenance contract and Highways Asset
Management and Civils Framework. The options considered were a
direct labour organisation (DLO) or using a single supplier across
all contracts. Following best practice and evidence of
cost-effective delivery and performance, a separate Framework with
multiple Lots and providers, alongside dedicated Term Maintenance
contracts was preferred.
