Purpose
Key decision approved by Public Health and
Communities Committee 9th May 2025 giving delegated authority to
the Executive Director to take the decision to accept the Highways
and Landscapes Tree Planting Programme, in consultation with the
relevant Committee member. This capital and revenue funded project
will seek to address Ash dieback disease affecting the city’s
Ash tree population. It will also deliver a dedicated tree planting
programme to increase the city’s tree canopy and make the
highway’s network greener.
The business case highlights the need to procure accredited tree
contractors to carry out tree works on diseased Ash trees

works to Blagdon Tree Surgeons, Crest Tree Services
Alternative options considered
An inhouse delivery model was evaluated but
was discounted due to the need to mobilise the programme of works
in 2025 to minimise risks posed.
The utilisation of the existing contractor was reviewed but ruled
out due to a lack of capacity to accept additional works.
A full procurement exercise to be carried out to ensure the council
receives best value for money and rejects any bids that don’t
meet the specifications required.
