Purpose
•To approve the payment of £340k
Community Resilience Fund Community Asset Management Grants to up
to 38 community and voluntary organisations.
•To note:
-the allocation of up to £30k in revenue development
grants
-the proposal for allocating Community Resilience Fund capital
underspend of £52.2k
•In February 2022 Cabinet approved a community-led decision
making approach to the allocated of £4million capital funding
for the Community Resilience Fund (see item 12)
oIn addition, in February 2021 Cabinet approved £2,351,995
revenue funding to support the delivery of a Voluntary, Community
and Social Enterprise (VCSE) sector recovery strategy and enabling
a proposed new Communities Resilience Fund (CRF) commencing
2021/22.
•Cabinet authorised the Executive Director for People in
consultation with the Chair of the PH

That Executive Director for Adults and
Communities, in consultation with the Public Health and Communities
Committee chair:
1.Approve the payment of £340k Community Asset Management
Grants
2.Note the allocation of up to £30k in revenue development
grants to VCSE organisations with agreed business plans for capital
projects to support the delivery of capital works
3.Note the allocation of £52.2k CRF capital to match fund CIL
Equity Fund project/s that meet the CRF criteria
Alternative options considered
1.CRF decision makers are invited to take part
in reallocation process based on recommendations made by Community
Resources team – rejected as it requires significant
resource, and difficult to fairly identify projects that require
additional funds over another.
2.Grants are awarded to CRF grantees who have demonstrated a
significant need for extra funds to complete project –
rejected because the CIL Equity Fund process is more in the spirit
of CRF in terms of decision making.
