Purpose
St Anne’s House, a former council office
block in east Brislington has been operated as a valued Community
Hub by charity Bricks Bristol since 2021. The building is surplus
to the council’s requirements and sale of the site at market
value will ensure this key community asset is retained in east
Brislington, alongside generating a capital receipt to the Housing
Revenue Account (HRA).
Sale of the property to Bricks Bristol will support the
organisation to secure future grant funding to enhance the
building, increase their community offer and explore the delivery
of affordable housing on this site with partners.

To approve the decision to sell St
Anne’s House at market value (£425,000). Following
approval, the council and Bricks Bristol will enter into a Freehold
Option to Purchase in 2025 which would run up to four years whilst
Bricks raise the funding.
Alternative options considered
Officers have explored all housing delivery
options for this site including conversion, delivering homes in the
car park, full demolition and new build, and rooftop homes.
Delivery was shown to be unviable in many instances but also
fettered by restrictions due to the sites flood zone status.
Disposal doesn’t preclude affordable housing delivery on this
site at a future point in time and this remains a long-term
aspiration by Bricks Bristol.
