Purpose

Installation of fire alarms at multiple blocks
for resident safety.
By installing these fire alarms it removes the costs of Waking
Watch which currently amount to £1.56m Per Annum at
these blocks. The allocation of funding is split between
£850,000 at St Jude's and £250,000 at Beaufort House.
The
fire alarms are mandated for resident safety and evacuation, and
regulations mandated by BS5839 Regulation and
National Fire Chiefs Council guidance.
Grant Funded by the Waking Watch Replacement Fund (WWRF) which is
available until March 2026. The current
Waking Watch spend at these 5 blocks is £1.56m, and by
spending this £1.1m in the next 4 months will remove an
ongoing £1.56m per year commitment.
With this spend of Grant money, it allows BCC to make significant
ongoing savings from its own revenue fund.
Without utilising this available funding source the Waking Watch
programme would need to continue for these
blocks.
From the information provided within this report Bristol City
Council have undertaken a direct award decision through Procure
Plus framework agreement. The contractor (Sureserve) have submitted
an economically advantageous tender.
The purpose of the report is due to the value of the contract
exceeding £499,999 and must be approved by the relevant
policy committee and executive director/director.

Ltd due to our current relationship, standard of workmanship and
value for money.

Alternative options considered

Open tender for a works contractor - this
option was considered and rejected due to the additional time it
would take, above and beyond a framework award, both to onboard and
mobilise a new contractor. This would result in not being able to
meet regulator deadlines.
