Purpose
Bristol City Council wishes to commission a
contract to continue to supply and maintain our existing software
and integrated hardware for the system that provides all elements
of PCN (Parking Charge Notices) processing for Parking, Bus Lane,
Moving Traffic and Clean Air Zone enforcement. This is an interim
contract to maintain service provision while officers tender for a
long-term contract.
Content
To award a 1-year interim contract with 2 x
12-month optional extensions to our existing supplier Trellint,
which will allow officers time to undertake a full tender process
for a future long-term contract.
Alternative options considered
If a contract isn’t awarded, Bristol
City Council will be unable to effectively enforce parking
restrictions, bus lanes, the Clean Air Zone, moving traffic or
liveable neighbourhoods through the issuing of Penalty Charge
Notices until the new long-term contract is put in place. This
would lead to an unacceptable reduction in air quality and bus
punctuality and an increase in congestion and antisocial parking.
Officers were unable to put a new long-term contract in place
earlier as resources were already committed to other projects,
notably implementing and operating the Clean Air Zone.
