Purpose

To procure and award a provider of recruitment
advertising and statutory public notices.
The Council requires a specialist recruitment advertising agency to
negotiate best value rates with specialist media, book and place
adverts in appropriate media and ensure advertisements are live and
accurate.
The agency will also advertise statutory traffic orders to ensure
transparency and provide the public with the opportunity to be
informed about and respond to proposed changes affecting road use,
parking or traffic flow. This process upholds accountability and
compliance with legal requirements while encouraging community
engagement in decision making.
The Committee resolved to authorise the Director of Workforce and
Change, in consultation with the Chair of the Strategy and
Resources Committee, to take all steps required to procure and
award a contract for recruitment advertising and statutory public
notices for four years.

Content

Using the ESPO framework, The Director of
Workforce and Change, in consultation with the Chair of the
Strategy and Resources Committee, have decided to award the
contract for recruitment advertising and statutory public notices
to People Scout Ltd.

Alternative options considered

There is an option of not re-procuring this
service, however given there is a statutory duty to advertise
traffic orders and the need for specialist recruitment advertising,
a specialist provider is required as the Council is unable to run
this service in-house.
