Purpose

Cabinet decisions on 9 March 2021 “Land
Disposals to Goram Homes to Support Housing Delivery” and 3
March 2022 “Goram Homes – Pipeline of Housing
Development Sites 2022” authorised the Executive Director of
Growth
up to 4,515sqm of office accommodation (Class B1a); up to 4,500sqm
of education floor space to enable the expansion of City of Bristol
College Skills Academy (Class D2); 790sqm community building
(Classes D1/D2); sports pavilion of up to 420sqm (Class D2); scout
hut building of up to 200sqm (Class D2); up to 2,440sqm of
commercial floor space (Classes A1/A2/A3/A4/A5/D1 - provision of A1
floor space not to exceed 800sqm and total A1-A5 space to be capped
at 1,499sqm); and provision of energy centre for communal heat and
power.
Approval of Reserved Matters (23/02376/M) was granted 10 May 2024
for Phase 1b comprising 209 residential units, an energy centre and
a portion of the retained / landscaped park.
The sale contract relating to Phase 1b is in an agreed form. An
option agreement for the remainder of the land at Hengrove Park
will also be entered into simultaneously with the Phase 1b land
transfer. This 15-year option will enable Goram Homes to secure an
immediate legal interest in the land which will ultimately benefit
the overall programme delivery.

Option 1 - The proposals align with corporate
priority and previous Cabinet Decisions, so no other options were
considered.
