Purpose

This is a delegated decision to award a
contract for the construction of the Temple Way scheme. The project
is funded via a mix of City Region Sustainable Transport Settlement
(CRSTS) and Section 106 contributions. The Full Business Case was
approved at the Transport and Connectivity Committee on 20th March
2025. The authority to award the contract was delegated to the
Executive Director of Growth and Regeneration, in consultation with
the Chair of the Transport and Connectivity Committee.
While the contract price is higher than the approved funding if all
other expected costs materialise, the agreed funding allocations
are not expected to be exceeded for around 9 months. A change
request has been submitted to WECA to approve the additional
funding required. Should the change not be approved, alternative
sources of funding will be explored to meet the shortfall. A report
is on the decision pathway for the Transport and Connectivity
Committee on 4th December 2025 to approve the increased funding
allocation for this project.

Content

Following a Further Competition tender
process, the decision was taken to award a contract for the
construction of the Temple Way scheme. The award was made on Lot 6
of the Highways Asset Management and Associated Works Framework
2021-2025 and was awarded to Taylor Woodrow Infrastructure
Ltd.

Alternative options considered

The alternative to awarding the contract would
be to redesign the project to reduce the scope and cost. However,
this work would have significant cost and time implications while
it was completed. The delayed delivery would impact other City
Centre projects, and the network and resource implications would
impact the deliverability of the wider CRSTS Programme.
