Purpose
This notice covers supported temporary
accommodation that BCC commissions by two open frameworks (The
Singles and Childless Couples Flexible Level Supported Housing
Framework and The Supported Family Accommodation Framework) plus
two direct award contracts. Details are provided in the table in
section 5.
We have begun planning for the recommissioning of these two
frameworks and are working towards commissioning one new open
framework that can deliver temporary accommodation for both single
people and families.
We are looking to go to the Homes and Housing Delivery Committee
meeting on 12th December 2025 to secure approval to begin the
procurement of the new framework, with an aim to start new
contracts on 1st July 2026.
Current Framework agreements expire on 31/05/2026, as well as 2
direct award contracts. As such we will be extending current
contracts to 30/06/2025 to allow the necessary time to achieve the
correct approval.

The above provides a summary of projected expenditure. Due to the
nature of the frameworks additional properties could be brought
online before the end of the extension window. This spend is
mitigated by the principles of the frameworks, where any units
added to the framework will reduce BCC’s dependence on
expensive block/spot purchased EA, and thus generate additional
savings.
Alternative options considered
After review it was decided that working to
the original deadline of 31/03/2026 would not allow sufficient time
to ensure new contracts were in place for a delivery start date of
01/04/2026.-
