Purpose

To award a civil engineering contract for the
CRSTS (City Regional Sustainable Transport Settlement) A38S M1
Metrobus Extension and Active Travel Corridor strategic corridor
highway improvements. The corridor will improve cycling, walking
and bus, infrastructure including the development of crossing
facilities, segregated cycle paths, Metrobus bus stops and
carriageway works.

To award the contract to winning bidder, ETM
limited, under the Lot 6 HAAWF tender process stated above and
supported by the key decision on the 10th of July 2025 Transport
and Connectivity Policy Committee (Item 11) which gave approval for
the authorised Executive Director of Growth and Regeneration in
consultation with the Chair of the Transport and Connectivity
Committee and Director of Finance, subject of approval of the Full
Business Case by the MCA to:
a. Take all steps required to accept and invest the CRSTS funding
amount as set out in the report and appendices,
b. Procure all contracts (goods, services and works and including
any over £500K) necessary to deliver the project,
c. Extend the value of the existing Highways and Associated Works
framework if there is insufficient spend remaining to cover the
project which may be procured before its expiry on 30th September
2025,
d. Award contracts and invest the funding to deliver the works as
set out in the LRTS FBC up to the maximum budget envelope outlined
in the report.

Alternative options considered

The procurement route selected was to use the
existing Lot 6 HAAWF (Highways and Associated Works Framework) over
£150,000 of Bristol City Council’s Highways Asset
Management and Associated Works Framework 2021-2025. All
contractors on the Framework were invited to bid and the 3 bids
returned were evaluated in line with the Lot 6 HAAWF. With an
outcome of ETM limited winning the works. An alternative option
considered was to await the new Lot 6 HAAWF starting in October
2025, which would have delayed the project delivery making it risky
for the project to be delivered within our 30th March 2027 CRSTS
funding deadline.
