Purpose

Bristol City Council wishes to commission a
contractor to undertake the provision of damp and mould cleaning,
treatment and remedial works to BCC tenanted and untenanted Housing
and Landlord Services properties. The service also needs to include
specialist treatments required by the service such as Timber
treatments and DPC works. This is required in order to enable BCC
to be compliant with new legislation in this area (Awaabs
law).

To Award to QST to deliver the Damp and Mould
Treatment and related works as the top ranked contractor on Lot 2b
of the Procurement for Housing Compliance Solutions
Framework.

Alternative options considered

Open tender for a works contractor - this
option was considered and rejected due to the additional time it
would take, above and beyond a framework award, both to award to,
and to onboard and mobilise a new contractor. This would result in
breaches of Awaab’s law and consumer standards related to
timeframes.
Resourcing internally – The long-term intention for the team
is to grow and resource this function fully internally; however,
this is not feasible in the timeframe that the service is required,
and it is unlikely that the service will be able to deliver this
entirely internally for several years.
