Purpose

Bristol’s 2026-29 grant allocations for: the Homelessness
Prevention Grant (HPG), the Rough Sleeping Accommodation Programme
(RSAP), the Single Homelessness Accommodation Programme (SHAP) and
the Rough Sleeping Prevention and Recovery Grant (RSPARG).

(unnanimoulsy):

To note the amalgamation of
homelessness and rough sleeping grants into one single award for
2026-2029.
To note the additional HPG funding
due in November 2025 to support children experiencing
homelessness.
To note the additional RSPARG
funding award to reduce and prevent rough sleeping in the
city.

 
Contractual:

Authorised the Executive Director of
Housing in consultation with Chair of the Homes and Housing
Delivery Committee to enter into a grant agreement/Memorandum of
Understanding and to take all steps required to accept and spend
the Homelessness and Rough Sleeping Grant funding for 2025/29, the
additional award of RSPARG funding made in 25-26 and the additional
HPG funding made in 25-26, as outlined in the report, including
procuring and awarding contracts (which may be over £500k) in
line with the procurement routes and maximum budget envelopes set
out in this report.
Authorised the Executive Director of
Housing in consultation with the Chair of the Homes and Housing
Delivery Committee to accept and spend any grant funding spend that
is over and above the predicted award as set out in the
report.
Authorised the Executive Director of
Housing in consultation with the Chair of the Homes and Housing
Delivery Committee to invoke any subsequent extensions/variations
specifically defined in the contract(s) being awarded, up to the
maximum budget envelope outlined in this report.
Authorised the Executive Director of
Housing in consultation with the Chair of the Homes and Housing
Delivery Committee to bid for future funding from the Single
Homelessness Accommodation Programme (SHAP) and if successful, to
accept and spend the funding including procuring and awarding
contracts which may be over the key decision threshold.
