Purpose

The Bristol Avon Flood Strategy outline
business case was approved at a council Cabinet meeting in January
2024, which also delegated authority to officers to enter into
contracts in support of the delivery of the Full Business Case
(FBC) and supporting activities. Following a thorough scoping
exercise, a two-stage tender process was undertaken by council
officers to identify a preferred lead consultant to develop the
FBC. The reason for the decision being taken is to award the
contract and begin work on the FBC and supporting activities.

Flood Strategy Full Business Case and supporting activities to
Jacobs UK Ltd.

Alternative options considered

The preferred lead consultant was identified
via a robust, fair and transparent procurement process; awarding
the contract to another supplier would be in breach of public
contract regulations and was therefore rejected. Not awarding the
contract would lead to significant delays to the delivery of the
project and was therefore rejected due to the increased risk of
flooding this would create.
