Tender Award for Project Team Resource to Manage the Bedminster Green Plot 3 River Restoration (RR) Construction Contract

Purpose

The River Restoration (RR) works within
Bedminster Green were identified in the Bedminster Green Framework
(2019) as strategic infrastructure required to reduce flood risk to
the wider area and to support the regeneration of Bedminster. The
RR will restore historic in-channel heritage features (penstock),
provide improved public realm and green space and improved habitat
to facilitate a biodiversity net gain, alongside reducing flood
risk to the wider Bedminster area.
Nov 2021 Cabinet authorised funding for the River Malago
Restoration and delegated authority for procurement of necessary
contracts to deliver the project.
The RR was granted planning permission in October 2024 and an open
tender for the first phase of the RR construction work in Plot 3
has been undertaken (June/July 2025). The ODN for the construction
contract award is has been issued for approval concurrently to this
ODN.
The construction contract requires relevant resource (project
manager, site supervisor and associated project support) to provide
adequate supervision and project management of the construction of
the river restoration. Without this, the scheme is at risk of
programme overrun, increased costs and reputational damage. This PM
support will ensure the contract is being delivered in line with
the Scope and to relevant specifications.

Content

To award the contract to AtkinsRealis UK to
provide resource (NEC project manager, site supervisor and
supporting project team) to manage the RR contractor within Plot 3
of Bedminster Green, after undergoing a competitive tender process
through Constellia.

Alternative options considered

Awarding the contract directly to Arcadis
(Strategic Partner) was considered but was rejected as an option,
as it was deemed that a more competitive price would be obtained
through tendering via Constellia where multiple suppliers could bid
to deliver the contract.
