Purpose
In 2013, Parking Services procured and
installed Pay on Foot (POF) equipment which consists of entry/exit
barriers, pay stations and back-office software to manage the
systems for Trenchard Street and West End Multi-Storey Car Parks.
The contract period was 10 years and has since been extended for 2
years, with the option to extend for a further year. However, the
current equipment will cease to meet the Payment Card Industry Data
Security Standards (PCI DSS) in March 2026 and the card payment
facilities which account for the majority of income at the car
parks will stop working. This will lead to significant risks to
income and negative public relations. Therefore, Bristol City
Council has completed a procurement process to replace the system
before our PCI DSS compliance expires and will be awarding the new
contract in line with the tender report.
Content
To award a contract for a replacement Pay on
Foot System (including payment service provider functionality) for
up to 10 years. The initial contract term is 5 years with optional
extensions of 2 x 2 year and 1 x 1 year.
Alternative options considered
Whilst extending the existing contract was an
option, only 1 additional contract year was available, and
significant investment would have been needed to maintain PCI DSS
compliance during that time. Given that the equipment is
approaching end of life, and would have needed to be re-procured
anyway, this would not have represented good value for money.
Consideration was also given to operating the car parks as cash
only, however, the majority of payments are made by card and it
would not be in the customers interests to allow cash only
payments.
