Purpose

The Small Sites Aggregator is a Ministry of
Housing, Communities and Local Government (MHCLG)-led programme. It
aims to build homes for social rent on local authority-owned land
using innovative construction techniques and SME developers.
Bristol is one of three local authorities participating in the
pathfinder phase of the programme.
MHCLG will provide grant funding to each participating local
authority. This will primarily be used to support resource
capacity, staffing, development of planning tools and wider
governance for the 12–18 month pathfinder phase. This will
support the council’s participation in the trial, which will
help deliver much-needed homes for social rent in the city. The
council are required to enter into a Memorandum of Understanding,
the terms of which have been reviewed by Legal Services.

Alternative options considered

This is one of many initiatives being
progressed as part of the council’s Tackling Homelessness
Transformation Programme, which is aiming to reduce the cost of
temporary accommodation, as well as reduce the number of households
who need temporary accommodation. Having more homes available will
support those requiring temporary accommodation and increase supply
for the housing waiting list.
