Purpose

To seek approval to progress the in-principle
disposal of the playing field land at Oasis Academy John Williams
and Oasis Academy New Oak, Hengrove to deliver a mixed-use
development of new homes and school provision.

RESOLVED:
 
1. (7 for, 0 against, 1
abstention)  To Authorise the Executive
Director for Growth & Regeneration, in consultation with Chair
of the Strategy and Resources Committee, the S151 Officer, and the
Executive Director for Children and Education, to agree terms for a
Landowners Agreement with Oasis Community Learning for the disposal
of land, subject to a satisfactory response from the Secretary of
State for Education regarding the disposal of playing fields and a
full business case being agreed.
 
2. (7 for, 0 against, 1
abstention)  To Authorise Officers to
work with Oasis Community Learning to progress with soft market
testing that provides indicative detail on the financial
implications of disposing of said land to a developer, including
the likely cost of construction and any residual land
value.
 
3. (7 for, 0 against, 1
abstention)  That prior to a decision
being taken to enter into a Development Agreement and dispose of
the land, a Full Business Case is agreed by the Executive Director
for Growth & Regeneration, in consultation with Chair of the
Strategy and Resources Committee, the S151 Officer, and the
Executive Director for Children and Education.
