Purpose
On 6 June 2023 Cabinet approved the
commencement of the Adult Social Care Transformation Programme. The
Adult Social Care Transformation Programme is part of a long-term
programme of change, spanning several years. The work supports
transformation to more modern workstyles, utilising resources and
technology more effectively to support the workforce to deliver the
right care at the right time.
The Adult Social Care Digitalisation project is part of the overall
transformation programme and in August 2025 completed a successful
pilot of Magic Notes, an AI summarisation and transcription
tool.
The pilot demonstrated significant benefits for staff, particularly
in reducing administrative burden, improving the quality and
consistency of assessments, and enabling practitioners to dedicate
more time on direct engagement with citizens. Feedback from
practitioners during the pilot highlighted the positive impact on
workload, confidence, and overall satisfaction in using AI
transcription tool.
The decision was taken to procure Magic Notes to roll out to all
operational teams in Adult Social Care. This decision was taken
based on the benefits highlighted in the successful pilot.

On 6 June 2023 Cabinet approved the delegation
of decision making for all programme related decisions to the
Executive Director for Adults and Communities through the Adult
Social Care Transformation Board.
The finance business case was presented and approved at Adult
Social Care Transformation and Improvement Board on 7 November 2025
by the Executive Director: Adults and Communities.
Alternative options considered
It was decided that an AI tool would be
piloted to determine if/how much time could be saved from the
practitioners role doing administrative tasks. A trial of 2 other
AI tools was carried out with the practitioners who fed in their
feedback. The other option was to not introduce an AI tool which
would mean that practitioners would remain with the burden of
typing up their notes by hand which was not ideal and therefore not
considered the best option.
