Purpose
Housing Investment Plan – Approved at
Cabinet on 23/01/2024.
Repairs and Maintenance require a contractor to support with the
provision of scaffolding to tenanted Housing and Landlord Services
residential properties for the purposes of investigation and repair
work by BCC’s internal Responsive Repairs teams. The service
has run an open tender to set up a framework of four contractors to
carry out scaffolding works. The team has run a tender to seek
direct contractors to deliver this service, rather than accessing
its existing major contractor supply chain, as this will improve
turnarounds, accountability, and reduce costs.

The decision is to award to four contractors
listed below following a competitive process that was undertaken
via open competition.
1. Easy Access Scaffolding
2. Whitecroft Scaffolding
3. Shield Environmental Services
4. Cabot Access Towers
Alternative options considered
Alternative options included accessing these
works via major contractors, this was rejected due to the increased
cost associated with passing through an additional contractor to
access the service.
Conducting the works internally is not a viable option for the
repairs service due to the costs involved in maintaining the
required quantity of material as well as the additional skills
required that are not held within the workforce.
