Purpose
The project manager has requested the
continuation of Strategic Partner (SP) support for the project
completion. They are to deliver WECA Year 1 Evaluation Plan,
capturing lessons learnt, sharing best practices, and producing
legacy materials that can inform future projects and council
initiatives. The Strategic Partnership has been identified as the
lead for several of these activities as well as inputting to other
activities led by BCC such as discharging the Council’s
obligations to the LandG Development Agreement.
Content
Decision required to allow the project to
spend £209,974.86 + VAT of project budget on Strategic
Partner fees.
This commission will be captured as a Variation Orders (number 27
and number 28) under the Strategic Partnership framework.
Alternative options considered
This support is required to ensure the Council
can complete the final phase of works and close out the project on
budget and to programme. Other options including reducing the
Strategic Partnership team or seeking an alternative consultancy
team have been considered and are not appropriate in this instance
and could jeopardise the ability to successfully complete the
project due to loss of time to handover and loss of project
knowledge.
