Purpose
Bristol City Council has been invited by
RenKap Ltd to participate in a government-led trial to test
innovative PropTech (property technology) solutions. The council
will receive access to RenKap, a platform that manages site surveys
to support housing development. To utilise the platform, the
council needs to enter a contract with the supplier. The council is
therefore direct awarding to RenKap Ltd via a G-Cloud 14 framework
– Lot 2 (Cloud Software).
This contract and associated spend, which is grant funded primarily
by MHCLG under the Small Sites Aggregator programme, are being
entered under delegations outlined in the Interim Affordable
Housing Delivery Plan, which was approved at the Homes and Housing
Delivery Policy Committee in February 2025.

Alternative options considered
The council could opt not to participate in
this trial; this was rejected as it presents an opportunity for the
council to test a new product that could support its work to
increase the pace, simplify process and potentially reduce the
costs of bringing sites forward for housing delivery.
