Purpose

The council purchases electricity through the
Laser Energy procurement framework. This provides access to a
managed portfolio and allows the Council to benefit from
competitive pricing and risk managed energy purchasing. A tender to
set up an alternative new supply arrangement (the Sleeved Pool) has
run in to technical difficulties, so a continuation of the current
supply arrangements is required in order to maintain continuity of
electricity supply for council sites and to support the export of
renewable electricity from council owned generating assets.

For the council to enter into electricity
supply arrangements and export arrangements for council owned
renewable generation through the Laser Energy framework for a
further twelve months.

Alternative options considered

A range of interim options was explored, most
were not workable within the circumstances and time available.
Among the options considered viable, short term standard supply
contracts from existing providers would offer continuity but are
typically more expensive for short durations and would require
temporary export Power Purchase Agreements. Other public sector
frameworks were also examined but are unlikely to be mobilised
quickly enough, and export arrangements would remain
unresolved.
