Purpose
The project require approval for use of
project budget from the WECA EDF to pay University of Bristol (UOB)
for the foul sewer installation works on Temple Island. The value
has been determined as a contribution of the total construction
cost which includes the connection made by UOB into BCC’s
foul sewer drainage. This contribution secures BCC’s ability
to use the foul sewer on Temple Island and therefore fully enable
the site. A contribution was made in 2025 for their initial survey
works of £88,000.

Decision required to allow the project to pay
University of Bristol £345,000 + VAT of project budget.
This payment will be made by raising a requisition and Project
Order for University of Bristol to invoice the Council.
Alternative options considered
Option 1 - BCC install the foul sewer
connection ourselves – not possible as it is on UOB’s
land
Option 2 - Not have a connection made – the BCC site would
not be fully enabled and therefore BCC would fail to meet our
enabling works obligation to the future developer Legal and
General.
