Purpose

To seek approval to procure and award a contract for the Revenues and Benefits applications and cloud hosting to NEC Software solutions (NECSWS).

Decision

That the Committee for Strategy and Resources:

1. Approved the compliant procurement of Revenues and Benefits applications and cloud hosting to NEC Software solutions (NECSWS) as outlined in the paper for the preferred option, including use of funding from the Business Planning Reserve Fund for implementation and delivery costs of up to £1.085 million and the ongoing costs of the new contract, representing a pressure on existing budgets of £371k p.a. initially from corporately held contingency.
2. Authorised the Executive Director of Resources in consultation with Chair of the Strategy and Resources Committee to take all steps required to procure and award NEC Software Solutions a 7-year contract for Revenues & Benefits, in-line with the procurement routes and maximum budget envelopes outlined in this report.
3. Authorised the Executive Director of Resources to invoke any subsequent extensions/variations specifically defined in the contract(s) being awarded, up to the maximum budget envelope outlined in this report.
