The Franking Machine located in the post room at City Hall is currently on rental from Quadient with a current rental period end date of November 2027
Postage is paid via credits loaded onto the franking machine to allow outbound post for letters and parcels
Credits are loaded when credit balance drops below £5,000
Previously annual Purchase Orders were raised to cover the spend
Procurement advice requested a complaint contract be put in place – direct award, competition exempt

Decision

Approval to directly award a contract for the period 29 July 2026 – 30 November 2027 for the provision of franking machine credits to allow outbound post.

Alternative options considered

The franking machine credits must be procured from the same supplier as the rental supplier so there are no other options – competition exempt
