Purpose

To provide an update on the City Region Sustainable Transport Settlement (CRSTS) programme and seek approval for decisions on specific projects in response to changes in financial forecasts and funding profiles.

Decision

That the Committee for Transport and Connectivity:

  1. 1.      Noted the process and prioritisation of projects to manage the financial position of CRSTS.
  2. 2.      Approved a revised total budget for Work Package 1 (Victoria Street) from £6,245,143, representing a cumulative increase of £680,000 from the original approved budget of £5,565,143 of which £200,00 was previously transferred in April 2026 and £480,000 is the additional approval sought through this report. Any remaining funding not spent will be returned to the CRSTS programme wide contingency pot.
  3. 3.      Approved the increase in the approved expenditure for the A4 Portway corridor scheme from £23.1m to £27m which would include £1m of contingency. Approve that the additional funding requirement will temporarily be met through the allocation TCR Integrated/Maintenance Transport Block. Only funding required in the short term will be drawn down and that the TCR Integrated/Maintenance Transport Block funding would need to be replenished to avoid impacts on future maintenance commitments.
  4. 4.      Resolved that any final decision to reallocate funds, over the key decision threshold, to replenish the TCR Integrated / Maintenance Transport Block will be made by the Transport and Connectivity Committee.
