Purpose

To seek approval to accept and spend Bristol’s funding for supported housing support services 2026-2029, the long-term Rough Sleeping Innovation Programme and the new funding to end rough sleeping, including procuring and awarding contracts in line with the procurement routes.

Decision

The Committee RESOLVED:

1. To note the additional funding awards linked to the Homelessness, Rough Sleeping and Domestic Abuse Grant.
2. To note the additional funding stream announced on 19 August 2026 (Rough Sleeping Programme).

Contractual:

The Committee (unnanimously) RESOLVED:

1. To authorise the Executive Director for Housing in consultation with Chair of the Homes and Housing Delivery Committee to take all steps required to accept and spend the 26-29 funding, as outlined in the report, including procuring and awarding contracts (which may be over £500k) in line with the procurement routes and maximum budget envelopes set out in this report.
2. To authorise the Executive Director of Housing in consultation with the Chair of the Homes and Housing Delivery Committee to invoke any subsequent extensions/variations specifically defined in the contract(s) being awarded, up to the maximum budget envelope outlined in this report.
3. To authorise the Executive Director of Housing in consultation with Chair of the Homes and Housing Delivery Committee to enter into a grant agreement/ Memorandum of Understanding and to take all steps required to accept and spend the new Rough Sleeping Programme funding for 2026/29 – the amount is unknown at present aside from revenue funding for 2026/27 - as outlined in point 14; including procuring and awarding contracts (which may be over £500k) in line with the procurement routes.
