Purpose
This project is part of the Education Capital programme. The project is to relocate Elmfield Secondary school to the current site of E-Act Badock’s Wood Primary school on Doncaster Road. The existing school site will be broadly divided equally between both schools with construction works to refurbish one building for E-Act Badock’s Wood Primary school and the other building refurbished and repurposed for Elmfield Secondary school.
The project budget approved on the 8th May 2025 Children and Young People Committee included contingency allowances for the management of the works contract and authorised the Executive Director for Children and Education in consultation with Chair of the Children and Young People Committee to approve the final business case for the relocation of Elmfield Secondary School for Deaf Children from Fairfield High to the Oak Block at Badock’s Wood Academy (Primary), and subject to this approval, take all steps required to spend the funding, including to procure and award contracts (which may be over the key decision threshold) for the design and construction works to support the delivery of Elmfield Secondary school, in-line with the procurement routes and maximum budget envelopes outlined in the committee report.
In addition to the contract works, whilst construction progresses, E-Act has requested additional works to benefit Badock’s Wood Academy to be funded by them. An Officer Decision was taken to in relation to those additional works under the associated JCT Construction Contract on the 22 June 2026 which were valued at £101,388.21. The value of E-Act funding has since increased by £53,435.83 to £154,824.04.
Decision
Approval to instruct additional variations to the Elmfield Secondary JCT Construction Contract funded by £53,436 of E-Act funding contributions and £209,558 from the project’s contingency budget.
